Nghe An
VSIP-dominated FDI hub (53% of inflows)—$1.75B FDI (2024), 80,000 ha economic zone, $1B committed to VSIP Nghe An II, 65,000 industrial jobs.
Nghe An attracted nearly $1.75 billion FDI in 2024—ranking 8th nationally—with VSIP projects capturing 53.1% of all provincial foreign investment. The Vietnam-Singapore Industrial Park model dominates: VSIP Nghe An (750 hectares) completed 98% of Phase 1 infrastructure; VSIP Nghe An II secured $1 billion from four investors; VSIP Nghe An III ($52.5 million) was approved in March 2025.
The Southeast Economic Zone expands to 80,000 hectares in 2025, including 15,000 hectares for industrial development. 170 enterprises operate within the zone, employing 65,000 workers at average monthly income of VND 9 million (up 10.2% from 2024). Infrastructure investment reached VND 2,569 billion in 2025 (up 25.5% year-on-year).
Vietnam's largest province by area hosts Cua Lo port upgrades, Vinh International Airport expansion, and rail/road improvements. Between 2025-2030, Nghe An plans 8-10 new industrial parks (2,800-3,000 hectares) targeting $5-6 billion FDI in high-tech, green industries. By 2026, the VSIP strategy tests whether Singapore's industrial park model can replicate success from southern Vietnam in the central coast.
