The Turkish-managed Port of Mogadishu handles trade that sustains both legitimate commerce and the grey economies that conflict conditions create, critical infrastructure that Al-Shabaab's encirclement strategy explicitly targets.

The July 2025 Al-Shabaab recapture of towns 40 kilometers from Mogadishu, following African Union withdrawal, demonstrates the security fragility that governance improvements cannot outpace. Roughly 4,500 fatalities in 2024 from counterinsurgency operations, a March 2025 presidential assassination attempt, and 50% more monthly attacks in 2025 than 2024 averages define conditions that economic statistics poorly capture.
