Meguro's economy looks delicate from street level, but the ward's own business survey shows that fragility is the point. Officially it hosts 12,275 private-sector establishments, and 60.1% of them employ four people or fewer. Meguro scales through dense small-firm pollination, not through giant towers.

Meguro sits on 14.67 square kilometres in southwest Tokyo. The ward's resident-register statistics put the population at 282,632 on February 1, 2026, slightly below the 288,088 still carried in GeoNames, while density remains about 19,266 people per square kilometre. That makes it a high-demand, high-attention ward squeezed between larger commercial magnets such as Shibuya and Minato. The usual summary sells cherry blossoms on the Meguro River, Nakameguro cafes, and quiet residential prestige. The business structure is more revealing.

Meguro's March 2024 business report shows 131,943 private-sector workers despite the dominance of tiny employers. Information services account for 216 establishments and 5,168 workers; internet-related services add 73 establishments and 4,930 workers; video, audio, and text production adds another 250 establishments. The ward does not need a Marunouchi-style skyline to produce economic weight. It monetizes curation, proximity, and repeated discovery. A fashionable address helps sell coffee, design, software, media, retail, and beauty services because customers treat location itself as a quality signal.

The mechanism is network effects reinforced by costly signaling and disciplined resource allocation. Small firms can survive in Meguro because the ward concentrates affluent households, foot traffic, and attention, while the address tells customers what kind of experience to expect before they walk in. Honeybees are the right organism: each forager is small, but a dense flower patch lets the hive produce far more value than any single bee could on its own. Meguro does the urban version, turning thousands of tiny operators into one premium commercial ecology.

Underappreciated Fact

Meguro's March 2024 business report says 60.1% of private establishments employ four people or fewer, yet the ward still supports 131,943 workers.
