Phu Quoc

Phu Quoc pulls in tourist flows that dwarf its resident base. Provincial reporting said the island city's population had risen past 149,000 by 2023, yet Phu Quoc welcomed more than 5.9 million visitors in 2024 and generated over VND 21.17 trillion in tourism revenue, more than 84% of Kien Giang's tourism total. Most summaries stop at beaches, fish sauce, and cable cars. The sharper business fact is that Phu Quoc is where Vietnam concentrates exceptional tourism rules and capital to see how much demand one island can absorb.

The scale of that policy bet is extreme. Provincial figures say Phu Quoc holds 274 tourism investment projects, 86% of all tourism projects in Kien Giang, spread across more than 9,485 hectares with capital above VND 388.41 trillion. Under Decision No. 80/2020/QD-TTg, travellers whose only Vietnamese destination is Phu Quoc get a 30-day visa exemption. On November 26, 2025, Resolution No. 8/2025/NQ-CP again allowed eligible Vietnamese citizens to gamble at the island's casino project. Those are not side policies. They are growth inputs.

This is why Phu Quoc behaves less like a normal city than like a policy-built growth chamber. More direct flights, resorts, and entertainment bring more tourists; more tourists justify more routes, branded projects, and special treatment; the rest of the province increasingly orbits the island. In the first seven months of 2025 alone, Phu Quoc welcomed more than 5.2 million visitors, including nearly 978,800 international arrivals, and generated about VND 24.866 trillion in revenue, up 93.6% from a year earlier. That is winner-take-all dynamics at provincial scale. The island's risk is not lack of demand but dependence on one machine: tourism policy plus real-estate buildout.

Coral is the right organism. Reefs become dominant by building the habitat that later attracts everything else. Phu Quoc does the urban version, except the limestone here is policy.
