Chiayi City is on Taiwan's southern tech map, but in March 2025 its mayor said the city was included only "in name." That complaint is the real key to a city of 260,584 people that sells itself as Alishan's gateway yet posts NT$307.1 billion in annual business sales.

At 45 metres above sea level, Chiayi is easy to misread as a small tourism city built on chicken rice, the forest railway, and nostalgia. Those symbols matter. The deeper economic function is service concentration. The surrounding region is attracting science parks, semiconductor supply chains, drone projects, and mountain tourism, but many of the urban functions that make that boom usable sit inside the city: hospitals, schools, retail, transport, and the compact street life that persuades workers and visitors to stay. That is why Huang Min-hui argued Chiayi needed real investment in medical capacity, housing, education, transit, and AI talent rather than ceremonial inclusion in the Southern Silicon Valley plan.

The numbers show how the model works. City government data says business sales reached NT$307.1 billion in 2025, with manufacturing, lodging, food service, and finance all growing. Tourism reporting says Culture Road Night Market alone drew 15.98 million visits in 2024, while accommodation revenue reached NT$2.76 billion. The rail project is the physical expression of the same strategy: the Chiayi urban railway elevation plan runs 10.9 kilometres, including 7.9 kilometres of elevated track, turning the old rail divide into a redevelopment corridor rather than dead space.

That is the Wikipedia gap. Chiayi is not competing to be the largest factory floor in southern Taiwan. It is competing to be the service membrane that the wider region cannot scale without. Commensalism explains why the city feeds on surrounding growth without carrying the largest industrial footprints itself. Resource allocation explains why scarce land is pushed toward urban services instead of giant campuses. Niche construction explains the rail corridor and old-district renewal: Chiayi is actively building the habitat that lets outside investment stick nearby.

Biologically, Chiayi behaves like an orchid. Orchids survive by fastening themselves to the right support and capturing value from position, airflow, and access to light. Chiayi is doing the municipal equivalent.
