Dumai

TL;DR

Dumai's 349,389 residents sit atop Indonesia's biggest CPO export port, where 3.8 million tonnes of palm products moved in the first half of 2025.

City in Riau

By Alex Denne

Dumai looks peripheral until you count the liquids moving through it. The city of 349,389 people sits seven metres above sea level on Riau's east coast, facing the Strait of Malacca rather than Jakarta, and lives by clearing bulk commodities for export. Dumai's airport and ferry links matter, but the real city is tanks, pipes, berths, and customs sheds. The Wikipedia gap is simple: Dumai is not mainly a local market. It is a coastal valve for Riau's palm-oil and fuel economy.

Pelindo describes Dumai as Indonesia's largest CPO exporting port, and the scale is visible in the trade data. Officials recorded 3.8 million tonnes of crude palm oil and derivative exports through the city in the first half of 2025, with export-duty receipts rising from Rp661 billion to Rp4.9 trillion. Those are not municipal-scale volumes. They are throughput figures created by liquid-bulk terminals, storage tanks, customs capacity, and shipping schedules built for global demand. When palm oil demand jumps in Pakistan, China, or Vietnam, the effects show up in Dumai's berth queues and tax receipts.

Fuel makes the same pattern even harder to miss. Kilang Pertamina Internasional lists Refinery Unit II Dumai at 170,000 barrels per day, making the city one of Indonesia's core fuel-processing nodes. BPS-linked industry reporting says manufacturing contributes more than 60% of Dumai's economy and ties that weight to palm-oil processing and the city's industrial-estate buildout. Dumai is therefore not just a pier at the end of a plantation belt. It is where crude, refined products, and exportable derivatives are concentrated, buffered, and redirected before leaving Sumatra.

Biologically, Dumai behaves like a mangrove. Mangroves become powerful at the edge because tides and river flow keep delivering material through the same root system. Dumai does the urban equivalent through source-sink dynamics: commodities are pulled in from the Riau hinterland and pushed out through a few strategic berths. It also shows keystone-species logic, because the port-refinery complex carries outsized weight in the city's fortunes, and path dependence, because once the tanks, berths, and refinery were built, later industry had strong reason to cluster around them.
