Jayapura sells groceries to a foreign country and airlifts staples to its own hinterland. The capital of Papua province sits 11 metres above sea level on New Guinea's north coast, has a verified population of 410,852, and is usually described as Indonesia's easternmost provincial capital. That misses the city's real job. Jayapura operates as a logistics membrane where goods arriving by sea and air are sorted either east toward Papua New Guinea or inland toward Papua's mountain towns.

Skouw border post, about 51 kilometres from downtown, makes that role visible. Papua officials say PNG consumers cross daily to shop there, and customs recorded Rp50.45 billion in exports through Skouw in 2024, with another Rp25.17 billion in the first five months of 2025. At the same time, Sentani Airport, although physically in neighbouring Jayapura Regency, handled 134,259 tonnes of cargo in 2022 with Wamena as its main destination. Garuda has treated Jayapura as its Papua hub because the city is one of the few places where coastal shipping, air cargo, and border trade can be coordinated together.

The Wikipedia gap is that Jayapura's importance comes less from administration than from routing scarcity. Papua's interior is expensive to supply, Papua New Guinea's nearby market pulls in Indonesian goods, and the city sits where customs, police, airlines, and wholesalers can watch both flows. When authorities transferred Skouw market assets in 2025 to push more serious management, they were not polishing a frontier monument. They were tuning a distribution organ.

Mycorrhizal fungi are the right organism. Fungi gain power by linking roots that cannot easily exchange resources on their own. Jayapura does something similar for Papua's coast, highlands, and border economy. Network effects matter because every extra customs service, airline route, and port upgrade makes the hub more useful to traders. Source-sink dynamics matter because goods and people are pulled in from Indonesian supply chains and then redistributed toward Vanimo, Wamena, and smaller Papuan settlements. Resource allocation matters because the city's fortunes rise or stall with state choices about runways, cargo terminals, border posts, and security.
