Freiburg attracts more than 25,000 expert visitors from roughly 45 countries each year because it turned city government into a product demonstration. Freiburg sits 279 metres above sea level on the edge of the Black Forest, and 232,811 residents were registered there at the turn of 2023/24. Most summaries stop at the cathedral, the university and the city's reputation as Germany's green capital.

The more useful frame is that Freiburg sells proof. Its Green City Office exists because politicians, planners, utilities and journalists keep arriving to inspect tramways, building standards, solar districts and mobility experiments in person. The Green City Cluster now includes over 150 local and regional member companies. Freiburg is also one of the largest Fraunhofer locations in Germany: five institutes employ around 2,700 people and generate about EUR 300 million in revenue, while Fraunhofer ISE alone employed 1,434 people at the end of 2024. That combination matters. Freiburg does not merely advocate the energy transition. It prototypes neighborhoods, trains specialists, hosts delegations and then lets local firms, researchers and service providers commercialize the lessons.

The mechanism is costly-signaling reinforced by positive-feedback-loops and network-effects. Freiburg keeps spending on visible urban experiments, and those experiments make the city more attractive to researchers, students, companies and foreign delegations. Each new visit, cluster member, lab partnership or spin-off makes the next one easier. What looks like civic virtue is also a compounding economic system built on credibility.

Biologically, Freiburg resembles a beaver. Beavers do not dominate an ecosystem by speed or size; they reshape the habitat so more value flows through it. Freiburg does the municipal version, engineering an environment where climate research, urban policy and green business reinforce one another.
