Between the Drava River lowlands and the Papuk-Bilogora mountain forests, Virovitica-Podravina County represents Croatia's demographic crisis in concentrated form. Population dropped from 84,836 in 2011 to 70,660 by 2021—a 17% collapse that ranks among the nation's steepest. Net migration hit -20 per 1,000 inhabitants by 2022, with young adults citing limited opportunities and the lowest average wages in Croatia (€1,168/month in 2024) as primary motivations for leaving to Germany, Austria, and Ireland.

The paradox is that the county maintains a trade surplus. Exports exceeded imports by €109.5 million in 2022, driven by manufacturing and food processing that generates value but cannot retain workers at Croatian wage levels. The response has been increasingly visible: third-country workers from India, Nepal, and the Philippines now fill positions in factories that Croatian workers abandoned for Western Europe.

The landscape itself divides between agricultural potential and protected wilderness. The Drava valley's fertile soils support intensive farming along the Hungarian border, while Papuk Nature Park—part of the county's southern reach and a UNESCO Global Geopark—protects forests and geological formations dating back 400 million years. The Mura-Drava-Danube Biosphere Reserve encompasses the northern riverine zone, providing ecological connectivity that economic connectivity lacks.

By 2026, Virovitica-Podravina embodies the question facing much of continental Croatia: can counties with agricultural resources, nature reserves, and export capacity survive when their human capital leaves? The trade surplus proves the land productive; the population statistics prove the wages inadequate.
