Hebi is trying to escape coal by building satellites. The northern Henan city sits 84 metres above sea level, and recent city estimates remain close to the GeoNames figure of 634,721 residents. Officially it is a prefecture-level city in Henan.

The Wikipedia-gap story is that Hebi is running one of China's sharpest industrial phase changes. Yicai reports coal once accounted for 90 percent of the city's industrial added value and output fell from 11.07 million tonnes in 2009 to 3.001 million tonnes in 2022. Rather than merely manage decline, Hebi used that pressure to bet on commercial aerospace. Henan's government says the city now has a comprehensive chain covering satellite manufacturing, measurement and control, networking, and data applications. Nearly 40 upstream and downstream firms have settled in the satellite park, backed by an initial RMB 400 million industry fund expected to leverage nearly RMB 4 billion in social capital. In 2024, the province's first commercial satellite manufacturing qualification went to a Hebi base with capacity for 30 satellites a year, and the local Nuwa plan targets 114 satellites by 2027.

That is not ordinary diversification. It is adaptive radiation after a habitat shock. Phase-transitions is the first mechanism: a coal city stops being a coal city only when new infrastructure, capital, and suppliers cross a threshold. Phenotypic-plasticity is the second, because Hebi is reusing a resource-city bureaucracy, industrial land, and engineering discipline for a completely different phenotype. Adaptive-radiation is the third: one anchor satellite project has pulled in testing, control, data, and component businesses that did not exist locally a few years ago.

The biological parallel is the cichlid. Cichlids explode into new niches when ecological conditions open space for rapid diversification. Hebi is attempting the urban equivalent. Its underappreciated bet is not one factory. It is the claim that a coal-preparation city can become an aerospace habitat before the old energy base finishes decaying.
