Officially Praia is the capital on Santiago's south coast, 18 metres above sea level, known for the Plateau, ministries, and embassies. In practice it is the control room of an archipelago that cannot afford to spread scarce institutions evenly.

The Wikipedia gap is that Praia's real power comes from concentration, not scenery. Cabo Verde's tourism headlines usually point to Sal or Boa Vista, but Praia keeps pulling in the functions that make the country governable. The city is the political, economic, and cultural center of Cabo Verde, while the municipality holds a far larger share of the national population than any other local unit. Transport reinforces that gravity. The African Development Bank says modernization of Praia's airport increased passenger traffic by 150%, and ENAPOR data for the 2023-2024 cruise season show Praia's port received 55 cruise calls and about 35,001 passengers. Those are not just tourism numbers. They show how people, goods, officials, and diaspora connections keep being routed through the same node.

That is source-sink dynamics reinforced by network effects. Once ministries, airlines, ports, embassies, universities, and service firms cluster in one city, each new institution makes the same city more useful to the next one.
